Next Patio 2 Board meeting has been changed from Monday the 11th to Wednesday, April  13th at 3:30, in the Palm room.  The annual Master Board Annual meeting on April 11th is at 6 p.m. at the Methodist Church. 

3/16/22:  SUMMARY OF ANNUAL HOMEOWNERS MEETING: The annual homeowners meeting and Board organizational meeting were held 3/14/22.  Thank-you to all who turned out.  Jason Dearth, the new LCAM from Helm was present at the meeting.  He reports Kristin Smith will be returning to Helm April 1st.   Jason reported on the new banking system, CINC.  It should be up and running in the next week.  After that, Kelly Helm will send out an email to homeowners informing them of how to access the system.  When the system is up and running, Helm will send out financial reports to the Board from Jan and Feb.  As of 2/28/22 there was $31, 387.45 in the operating account and $7, 580.42 in the money market account per Helm. All our accounts are still with Truist until the final transfer to American Momentum/CINC occurs.  2nd quarter statements should be going out in the next week. The final tally of rollover from 2021 to 2022 from the 2021 budget was not available.  The Board voted to keep any excess funds in the Operational account for 2022. Helm will inform the Board of the exact amount at April's BOD meeting.

Last years homeowners meeting minutes were approved. 

Stephanie updated homeowners on the screening allowed on the berm.  The Master Board is going to allow our ARC and BOD to make decisions on the type of landscaping or screening allowed as noted in the document "Criteria for screening using landscaping and/or fencing on the berm".  Four homes have opted to have the original builder bushes removed from the berm by the Master Board. ( This was a one time offer.) 7 homes have opted to keep the original builder bushes which the GM will maintain.  The GM will maintain the original builder fences on two properties. Schedule tbd.  One home will have 3 new bushes planted where there are holes in the bush line.  Moving forward, anyone wishing to remove the original bushes on the berm will need to get ARC permission via an ARC form.  If removing landscaping on the berm, you MUST replace with landscaping and/or a screen using fencing as per ARC regulations. You cannot leave the berm empty.  We are trying to maintain a perimeter around Peridia/Western Clubview.  Per Mike Maloney, most of the above will not be completed until sometime in May or June.  He will keep in touch with Tom Donato, the GM regarding the berm.

ARC: Barb Maloney, reported on the annual inspection of homes.  35 homes were noted to have issues to address in January.  As of last week 16 homes still had issues reported.  Letters will be going out to those homes to remind them to contact Kelly with their plan to resolve issues or when the issues have been taken care of.

Social:  Mary Ellen Heer informed the Board she plans to resign from the social committee after the next golf outing on March 26th.  See Scorecard for more information re:  golf outing. The social committee will need a new chair come Fall when social gatherings resume.

Landscaping:  Hank Heer reports no issues are noted.  He has been busy working with new homeowners regarding landscaping issues.

Master Board liasion:  Tom Frohne will be stepping down at the Master Association Annual meeting in April.  Bill Handy, a new board member will take his place on the Master Board.  Refer to Scorecard for Master Board financials and other updates.

Fining committee:  Has not had to meet since initiated.  No one is referred to this committee at this time.

Stephanie Frohne, President of the BOD has decided to not run for another term.  She has served on this Board for 6 years and feels it is time to let new blood onto the Board. (Her President's report for the annual meeting can be found under "mtg agendas and minutes")

The amendment passed with 38 homeowners approving the amendment.  Stephanie Frohne signed the copy of the amendment which Kelly Helm notarizes.  This will be filed with the state.  When the final copy is received we will update the "legal documents" section with the final copy.

Homeowners discussion:  Several homeowners voiced concerns about a few neighbors where suspicious activity has been noted.  Homeowners were encouraged to document their issues and report them to the Manatee County Sheriff's Dept.

2/28/22 Master Board decision regarding berm issues:  The Master Board approved the plan as presented.  3 homes will have original bushes removed, 8 homes will have the original bushes maintained (one will have 3 bushes planted to fill holes).  Moving forward, homeowners on the berm who want to change the landscaping or add a screen must submit an ARC form to Helm and the ARC chair with the plan they have for the berm.  The ARC will review and notify the homeowner if the project is approved or not.  Refer to "Criteria for screening on the berm" under resources for more detailed information.

2/14/22  Board meeting summary:  Kristin Smith had her last day with Helm last Friday.  Jason Dirth, a new LCAM will be taking Kristin's place .  Kelly Helm was present from Helm at today's meeting.  The criteria for berm screening using landscaping or fencing material was finalized and approved. Stephanie will forward that document to the master board for final approval at their Feb meeting.

There will be no election in March.  There are three positions and three candidates who will be seated at the annual meeting.  Stephanie Frohne has decided not run.  She feels 6 years is plenty.  With the strong candidates being seated she feels comfortable turning over the Board and knows they will do a great job.

Jill Chmielinski and Betty Eaton volunteered to go door to door to pick up completed proxies the week before the meeting.  We need at least 30 proxies to hold a legal meeting.  We need 30 "yes" votes for the amendment to pass.  Mary Ellen Heer and Barb Maloney volunteered to count proxy votes at the annual meeting.  The annual meeting is MARCH 14TH, 6 P.M. IN THE PALM ROOM AT THE CLUBHOUSE.

Kelly Helm reports switching the 20 properties she overseas to the CINC program with American Momentum bank has been slower than expected.  They hope to have that up and fully running soon.  When completed the banking, HOA information and management company information will all be on that one site.  A new webpage will be created with that system.  Until then Stephanie Frohne will keep the webador website page up and running.  Kelly reports if paying HOA dues by credit card, there will be a 3.25 percent charge  ACH/autopay/bill pay there is no fee.

Stephanie reported a few issues noted in the neighborhood and asked that if you "see something, say something".  If you see something suspicious, call the Manatee County sheriff's dept non-emergency number.

REMINDER:  TURN IN YOUR PROXY TO HELM OR TO THE PATIO 2 MAILBOX IN THE CLUBHOUSE OFFICE ASAP.  We want to make sure we have 30 proxies prior to the meeting date.  You also can give your proxy to the ladies collecting the week before or bring the proxy with you to the meeting.  All homeowners whether attending or not need to vote on the two issues, sign and date the form.  If not attending the meeting, also fill out the bottom portion with your designated proxy for the meeting.

We need more volunteers for the ARC and social committees.  Please sign up for a committee when you attend the March meeting.

 

REMINDER:  ANY ONE PLANNING TO RUN FOR THE BOARD MUST FILE "INTENT TO RUN" PAPER WITH HELM BY 2/11/22.  You do not have to add an information page unless you want to.  You can drop off your intent to run paper at the Clubhouse office, put in patio 2 mailbox.  Let Kelly and Kristin at Helm know you have put the form in the mailbox and they will pick it up.

2/3/22 REMINDER TO HOMEOWNERS ON THE WESTERN SIDE OF CLUBVIEW ON THE BERM:  If you have the original builder bushes on the berm and want the GM to remove them, I need to know ASAP.  I will be presenting the list of homeowners who want bushes removed and those that want the GM to maintain the current bushes, at the Master Board meeting the end of the month.  As far as I know, the GM removing the original bushes is a one time offer.  After that, you will have to pay for bushes to be removed.  Anyone removing the bushes MUST install new landscaping and/or a screen using fencing.  It cannot be left bare. 1/24/22  We had a very productive meeting with the Master Board today.  The Master Board is allowing homeowners on the western side of Clubview (on the berm) the opportunity to have the old, original builder bushes removed from their property.  The Master Board will pay for the removal.  HOWEVER, if you choose this option you are then responsible for putting in new landscaping and/or screening (using fencing material) to replace the bushes that are removed.  You will have to maintain whatever you put in. The berm is the western perimeter of Peridia.  We have to maintain a perimeter there per county ordinance either with landscaping or a screen. Any new landscaping or screening on the berm will require ARC approval prior to beginning your landscaping project.

Homeowners who want to keep their original builder bushes may do so.  Tom Donato will continue to maintain those for you when you call him to do so.  We are trying to get Tom Donato to put the bushes on a regular trimming schedule so that homeowners don't have to call to initiate trimming.

An email, with a response form will be emailed to you in the next day.  Those living on the berm, please respond and return the form to Stephanie ASAP.  You can use the mailbox on her gate at 4945 or put it in the patio 2 mailbox in the office at the clubhouse. At our 2/14 meeting, we will finalize the list of homeowners who want bushes removed.  Thank-you for participating and forwarding your responses ASAP.

The Master Board is asking for homeowner input for ideas of what to do with the area around the clubhouse parking lot where old bushes were removed.  Please forward your ideas to Tom Donato, the GM or Wayne Roell, the Master Board President.

1/10/22 Board meeting summary:  Most of this meeting was about an unapproved fence on a homeowners property and how to move forward on the issue.  Please refer to Presidents report under "Meeting agendas and minutes" for details regarding this issue.  The BOD voted 4 to 1 to advocate with the Master Board at their next meeting to allow homeowners on the berm/western perimeter of Peridia to use screening or landscaping on their back lot lines as allowed by the County. 

Clubview golf outing is Jan 22 at 10:44.  Please arrive at 10:15. An email will be sent with details to the homeowners who signed up regarding costs.  There is a waiting list for an additional foursome.  If interested in playing as a single, let Mary Ellen Heer know.

The Clubview annual home inspection will be Friday Jan 21st.  If issues such as mold on your roof, house, driveway or any areas of disrepair are noted;  If landscaping is dead; etc.  these will be noted on the report.  If you don't receive a report, you had no issues that require your attention.  Homeowners will have 30 days to address issues or to contact Helm to notify them of when the issue will be resolved.

Cinch bugs have been noted in a few yards.  Greenscapes will be treating those areas.  If you have any landscape issues, let Helm and Hank Heer know.

Remember, when doing any improvements to the outside of your home or anywhere on your lot, make sure to check the list of what requires or doesn't require an ARC form before proceeding. These lists will be mailed to all homeowners this week.  They can also be found on our webpage. We are having issues with landscapers not being able to get through to mow because of flowerbeds/landscaping being installed.  We have landscaping and screens being placed on other homeowners properties.  DO NOT PLANT OR INSTALL ANYTHING ON ANY LAND BUT YOURS.  SUBSEQUENT OWNERS MAY NOT AGREE WITH DECISIONS MADE BY PREVIOUS OWNERS.

Election materials, amendment materials, ARC updates are being emailed and mailed out this week.  Please note deadlines for anything that has to be returned. Annual election is in March.  We hope homeowners will run for the Board.  There are 3 positions open in March.

Next meeting is Feb 14th at 3 p.m.

 

1/7/22 The next Board meeting is January 10th, 3 p.m. in the Palm Room at the Clubhouse.  All homeowners are welcome.  Please follow current CDC guidelines for covid.  Agendas were e-mailed to homeowners with Decembers Board meeting minutes last week.  Discussion will be about the western perimeter of Clubview/Peridia, the berm.  Also review of rules regarding placement of rat bait boxes and storing items on the property.

 

12/28/21 Just a reminder, we recommend that homeowners do not use rat bait boxes on their property.  The bait actually attracts rats to the neighborhood and the box.  If you insist on using them they need to be hidden behind bushes or the back of the property line where they cannot be seen.  Also, if you have roof tiles or other building material it has to be stored where it cannot be seen from the street or by your neighbor.  Keep all garbage and recycling cans in your garage or stored behind bushes where they cannot be seen from the street or by your neighbor.  Thank-you for complying with the above.

 

12/15/21 Homeowners Guide (under resources) has been updated with updated ARC information.  Information on when ARC forms ARE or ARE NOT required are also under resources as a separate document.

 

SUMMARY OF 12/13/21 ARC AND BOARD MEETING: Official minutes will be posted under minutes once approved at next meeting.  The ARC and BOD reviewed the need to update Section 10 amendment to our CCR's (Legal documents covering materials/colors used on our homes).  Some of the protected colors and materials are no longer available.  The ARC and BOD are asking the homeowners to allow them to update colors and materials when they are no longer available without having to do a formal amendment change every time something changes. The ARC and BOD would keep it as close to the colors homeowners have now.  If any significant changes are ever proposed, the new materials would be presented at an open ARC and BOD meeting for homeowners to review and give input on before any vote is taken. 

The other issue was the use of brick trim on a house other than on the small architectural trim.  We have had a request from a homeowner to use brick trim on areas other than the small architectural trim. The current amendment does not allow for this. The ARC and BOD would like homeowners to allow them to look at those requests on a case by case basis.  If the request does not affect the aesthetics of the home, the ARC and BOD would like to be able to approve the homeowners request. ie.  band of brick trim at top of courtyard wall, inside of courtyard.

The ARC and BOD also reviewed and amended what requires and what doesn't require an ARC form.  Please refer to homeowners resources to view those updated items.

In January, Helm will send out the first mailing for the annual meeting.  This will include a letter explaining the need for the amendment change, the proposed amendment change, a proxy to vote on two items for the annual meeting and/or assign a proxy on your behalf if you are unable to attend the meeting.  We encourage you to mail the proxies back ASAP to Helm or have them put in the patio 2 mailbox in the Clubhouse office.  We need 30 proxies to hold a homeowner meeting in March.  We need 30 votes for the amendment to pass.  There will be three Board positions up this March.  The BOD will also need a volunteer to be our liaison to the Master Board.  Tom Frohne's term is up and he will need to be replaced at the Peridia April Homeowners meeting.  Interested parties should contact Kristin Smith at Helm or Stephanie Frohne to be considered for the master board position. If interested in running for the board, complete and return the candidate form that will be in the January mailing.

Helm reviewed the changes to our bank starting January 1st.  If you did not receive your 2022 first quarter HOA invoice with the new bank information, please contact HELM ASAP.

Stephanie reviewed that there were increases in the prices for landscaping and tree trimming.  There is enough money in the proposed budget to cover those increases.  Patio 2's HOA fees will remain at $240/qtr.  There will be no increase in the Master Board HOA fees for 2022 as well.

The ARC will be doing their annual inspection of homes in January.  Probably the third week.  You will be given notice of the inspection several weeks before.  If issues are noted, Helm will send you a letter indicating what areas need your attention.  Please address those issues within 30 days or notify Helm if you are unable to resolve issues within 30 days. Homeowners are doing a great job maintaining their homes.  We appreciate your cooperation.

DECEMBER ARC AND BOARD MEETING:  December 13th  3 p.m.  in the Palm Room at the Clubhouse.  ARC meeting AT 3.  Board meeting to follow immediately after ARC meeting.  See Agendas.  Reviewing proposed amendment changes and BOD pre-approved list for the ARC.  Homeowners are invited.

SUMMARY OF 11/15/21 BUDGET BOARD MEETING:

PRESIDENTS REPORT:  Fining issues noted last Spring were resolved without having to convene the fining committee.  At least 4 homes are currently for sale in the neighborhood.  Pricing indicates Peridia is a desirable place to live.  New Board members were introduced and previous Board members were thanked for their service.  Several homeowners are planning on having their roofs cleaned by Matt Whalen December 8th and 9th.  Matt does not go up on the roof.  He sprays on a solution that cleans away dirt and mold.  Anyone interested in getting on Matt's list or for more information, please contact Tom Frohne at tfrohne5@gmail.com prior to Dec 1st.  Cost is $200, payment due day of cleaning.   To make things easier for Matt and homeowners, Tom is collecting checks for Matt,  prior to the day of cleaning. Just a reminder, homeowners are responsible for the upkeep of their properties.  They can utilize anyone they want to clean their homes.  This is not a HOA authorized activity, just a notification in case you want to participate.

ARC ISSUES: 

-Annual inspections will be in January.  Date to be determined.  Inspections were moved from the Fall to January to allow snowbirds to be here to address any issues noted.

-Mango Salsa roofs and current choices of driveway pavers are discontinued or at minimum difficult to get.  The ARC and BOD will review alternatives that are close to current colors.  If there are any significant changes, the ARC and BOD will present the new choices to the homeowners at an ARC/BOD meeting. 

-The ARC is going to review the current "BOD preapproved" list to see if it can be less restrictive while giving homeowners the information they need to make informed decisions about altering the look of their lots and property.  The purpose of submitting an ARC form is to prevent a homeowner from making expensive unauthorized changes that will cost them to remove, if not allowed.  The ARC will present their recommendations to the Homeowners and Board at an open ARC meeting. The Board will then vote on the recommendation at their open meeting.  (Date to be determined)

-A homeowner requested to put brick trim on their courtyard wall.  The ARC and BOD had to deny the request since our legal documents only allow paint on the courtyard wall.  The homeowner collected 15 signatures asking us to change the amendment.  The Board is recommending the current amendment be revised to allow the ARC and BOD to use good judgement on individual requests and when materials or colors are no longer available.  The current amendment is too restrictive.  Having to revise and file with the county every time there is a change is a prolonged and costly process.  When the ARC and BOD have a final copy of the new amendment, homeowners will be sent a copy and asked to vote for or against the amendment change.  The final version of the amendment will be presented at a BOD meeting prior to mailing to homeowners for their review and vote.

BUDGET:  The proposed 2022 budget was reviewed and approved.  Copies of the final budget will be sent to homeowners.  The quarterly fees for 2022 will remain at $240.00/quarter.  See approved budget under "meeting agendas and minutes"

NEW BANKING SYSTEM:  Starting in January, Helm will be switching all of our accounts to American Momentum Bank.  They will be utilizing the CINC system.  All quarterly statements will come from CINC.  It will link our website to their site.  Each owner will have their own portal to check financial data.  Quarterly fees may be paid through any of the following:  homeowner CINC portal, ACH, Bill pay, the CINC lock box or checks can be mailed to the Helm office.  Helm will be sending out information on the bank change shortly.

SOCIAL COMMITTEE: A Clubview golf outing is planned for January 22 at 10:45.  Arrive at 10:15.  Please contact Mary Ellen Heer at hphmoo4711@yahoo.comprior to 1/8 to sign up.  Golfers and non-golfers will meet up afterward.  Weather permitting, we will have tables reserved outside at the tiki bar.  You can order food and drinks off their weekend menu.  Foursomes will be put together by the social committee.  Singles are welcome and will be paired up.

The last homeowner who was in violation of ARC regulations is in process of dealing with those issues.  She has two weeks to complete those items.  No one is being referred to the Fining committee at this time.

Browns tree service opted out of the Peridia contract.  We are in process of hiring another tree service.  Be aware that trimming may be postponed while we search for a new company.  You will be notified of when the next trim will take place.

April 2021 BOD highlights: Two homeowners are being sent to the fining committee due to chronic ARC issues.  Meeting date tbd.  Home inspections are being moved form the Fall to early January.  Re inspections will be in February.  Fining, if necessary in March.  Delinquencies are down to 3 homeowners.  Next meeting May 10th if needed.

 

2021 Annual meeting was held March 8th.  The Board of Directors will remain the same.  Jim Griswold and Mary Ellen Heer were reinstated for two year terms.  $6,671.00 will continue to rollover into operational account as per homeowner vote.  After ARC re-inspection, of the 30 homes originally cited, only 4 continue to have issues.  Certified letters will be sent to two homeowners.  The other 2 are in process of dealing with issues noted.  Helm will follow up with all four to ensure issues are addressed.  Large outstanding HOA fee amounts were collected so there is no need to place liens on any property.  There are several first quarter delinquencies which Helm is pursuing.  Pet and Rental policies were reviewed. Once a week mowing will start in April.  Palm trimming issues were discussed.  If Browns cannot get to a large palm with a cherry picker, they will not use a ladder to trim. Minutes will be posted when available.   Next meeting April 12th at 3 p.m..

 

We have been getting more complaints about dogs walking through the neighborhood without a leash. Also reported are homeowners not picking up after their pets. Please leash your dog when not on your property. Please clean up after your pet.  Try to encourage your dog to stay out of yards/flowerbeds. Non-compliance may result in HOA fines and county fines.

 

Effective July 2020- RENTAL POLICY:  Reminder to homeowners who are selling their homes, prospective home buyers should be notified we have a rental policy that requires homeowners own their home for 2 years prior to renting.  Minimum rental period is 6 months.  ALL HOMEOWNERS PLANNING TO RENT THEIR HOME MUST COMPLETE HOME OWNER AND RENTER APPLICATIONS AND SUBMIT A $50.00 FEE FOR PROCESSING TO OCCUR.  IT MAY TAKE UP TO 30 DAYS TO APPROVE SO PLAN ACCORDINGLY.  Rental procedure is under homeowner resources.  Owner and renter applications are under forms. Homeowners handbook has been updated to add home rental procedure.  Contact Helm with any questions.

Reminder:  Mowing goes to every other week starting October 1st.  Lawns may get a little long in between mowings until weather cools down.

 

REMINDER:  Do not put food outside your lanai for pets or Ferrel animals.  We have seen an increase in raccoon activity in the neighborhood.  We are trying to discourage their making patio 2 their home in hopes of keeping them out of garbage cans and attics.  Do not put garbage cans out until the morning of garbage pickup.  Putting garbage bags out on the curb (without the garbage can), you run the risk of pests ripping them open leaving you with a mess.  Please help us keep four legged pests out of the neighborhood!  We appreciate your cooperation.

No pets are allowed on the golf course or on the cart paths at any time.

 

9/7/19  PLEASE DO NOT START ANY PROJECTS ON THE EXTERIOR OF YOUR HOME OR ON YOUR LOT WITHOUT ARC APPROVAL.  WHEN IN DOUBT, CALL KELLY HELM, AN ARC OR BOARD MEMBER TO CHECK IF THE PROJECT YOU HAVE IN MIND REQUIRES ARC APPROVAL.  A $100.00 FINE AND REMOVAL OF UNAPPROVED PROJECTS WILL BE IMPOSED IF HOMEOWNERS CHOOSE NOT TO SUBMIT AN ARC FORM PRIOR TO STARTING PROJECTS.

 

WOOD BURNING IS NOT ALLOWED ON ANY LOT IN PATIO 2.  THE ONLY APPROVED FUEL FOR RECREATIONAL FIRE PITS/CHIMNEYS/OUTDOOR FIRE PLACES IS PROPANE.  FOR COOKING, PROPANE AND CHARCOAL ARE  THE ONLY APPROVED FUEL SOURCES. Please supervise open flames at all times.
